David Fleming BizFed Founding Chair
David W. Fleming, an attorney with Latham & Watkins, is the current chair of the Los Angeles County Business Federation, a consortium of chambers of commerce and trade groups representing over 80,000 businesses in the County. He also serves on the MTA board of directors and he chairs Valley Presbyterian Hospital, Project Grad LA and the Economic Alliance of the San Fernando Valley. He is a past chair of the Los Angeles Area Chamber of Commerce, the Los Angeles County Economic Development Corporation and the Los Angeles City Fire Commission. He serves on the boards of the Reason Foundation, the James Madison Foundation and the LA County Children's Planning Council. He was the vice chair of the California Transportation Commission and a member of the LA City Ethics Commission and the LAPD Foundation. He, along with former Mayor Richard Riordan, co-chaired the successful LA City Charter reform movement in the late 1990's.

Jenny Serrano, MPA L.A. County Chief Executive Office
Special Assistant to Deputy Chief Executive Officer Miguel Santana, for the County of Los Angeles, Chief Executive Office. Los Angeles County is the largest County in the country. It has a budget of over $22 billion, 100,000 employees, and a population of 11 million. It is governed by a five member Board of Supervisors. DCEO Santana oversees all of the County’s social service departments, including the Department of Children and Family Services, Public Social Services, Community and Senior Services, Child Support, Military and Veterans Affairs, and the Human Relations Commission as well as homelessness. This cluster includes 27,000 employees and an annual budget of $8 billion. As the Special Assistant to DCEO Santana, Ms. Serrano is responsible for managing special projects, preparing Board correspondence and providing guidance in matters of policy and practice to departments and the Board of Supervisors. Ms. Serrano holds a Bachelor of Science degree in Human Services and a Master of Public Administration degree from California State University, Northridge. She is an Associate Professor of Political Science at Pierce College. Prior to her current position, Ms. Serrano was the Transition Age Youth Coordinator for the Los Angeles County Chief Executive Office’s Service Integration Branch. She is a former Supervisor and Board Member for the Court Appointed Special Advocates (CASA) program of Los Angeles Superior Court. Her previous professional experience includes case management, supervision and program management at Covenant House California, Crystal Stairs, Los Angeles Universal Preschool and the City of Glendale.

Councilman Dennis Zine - City of Los Angeles
Born, raised, and educated in Los Angeles, Councilman Dennis P. Zine was first elected to represent Council District 3 in 2001. The district includes the communities of Canoga Park, Reseda, Tarzana, West Hills, Winnetka, and Woodland Hills with a population of nearly 300,000 residents.Councilman Zine was reelected in 2009 with 71% of the vote. His public service career began over 40 years ago with the Los Angeles Police Department. Within the LAPD, he rose to the rank of Sergeant and worked a variety of assignments including Patrol, Motorcycle Detail, Detectives, Intelligence, Administrative, and Vice. He was also elected three times to the Board of Directors of the Los Angeles Police Protective League. Demonstrating an unwavering commitment to public safety, in 2001, Councilman Zine became a Reserve Police Officer in the Fugitive Warrant Detail where he assists in the apprehension of felony suspects. Councilman Zine was first elected to public office in 1997 to represent Valley interests on the Charter Reform Commission where he served as Vice Chairman. After his election to the City Council, he expanded his government service role as the President of the Independent Cities Association (ICA), as a member of the League of California Cities Board of Directors, and as the City's representative with the National League of Cities serving as a member of the Board of Directors and as the Chair of the National Immigration Task Force. Councilman Zine is also a Commissioner on the Los Angeles County Judicial Procedures Commission and recently joined the Board of Directors at the West Valley YMCA. Councilman Zine's priorities as an elected official include improving the quality of life, reducing crime, increasing public safety, and addressing transportation issues using common sense and practical solutions. As Chairman of the Los Angeles City Council's Personnel Committee, he is intimately involved in every aspect of employment policy within the City family. He also serves as Vice Chair of the Audits and Governmental Efficiency Committee and is a Member of the Public Safety Committee, the Rules & Government Committee, the Education & Neighborhoods Committee, and the Executive Employee Relations Committee where he serves alongside the Mayor. Working to improve the quality of life for all San Fernando Valley residents, he formed the P.O.S.S.E. (People Organizing a Safe, Secure Environment), a volunteer group of over 450 concerned citizens trained to rid their communities of graffiti, abandoned cars, potholes, unkempt properties, illegal sign postings, and other blight. The Councilman also works closely with Neighborhood Councils and assists them with their community activities. In addition to his extensive public service experience, the Councilman has volunteered with and continues to support numerous community service organizations such as Mothers Against Drunk Driving (MADD) and Haven Hills Home for Battered Women. Fulfilling a campaign promise, Councilman Zine has contributed over $250,000 from his Council salary to non-profit organizations. In 2006, he was honored to be elected as the President of the Executives of the Los Angeles Jewish Home for the Aging where he served two terms.
